My telegram of March 5th No.84.
An informed by French Legation that in agreement with French authorities a Swiss firm at Tientsin has
chartered Eritish ship "Empire" of the Easter and Australian Steamship Company to transport the first
batch of 5,000 Chinese coolies to Marseilles from Taku.
"Empire" is due to leave on July 8th and will call at the following intermediate British ports: Hongkongs, Singapore, Penang, Colombo, Aden, Suez, Port Said and
Malta. French Consul General at Hongkong has been instructed to apply for the necessary license for ship to the Governor, and French Legation request that His
Majesty's Government will give all possible help. I
said I would telegraph to you, but pointed out that
since these Chinese coolies would probably not be
Emigranti regarded as free (? agent) -s within the provisions of
Asiatic Emigration Ordinance 1915, there might be
difficulty in regard to is ue of license by Governor.
